Dear James:

Hitting off of hardpan tells you a lot more about your swing than hitting off of any other lie. If you have a nice cushy lie, you can improperly release your hands and still hit a fairly good shot. If you release your hands when striking the ball from hardpan, you will bounce the bottom of the club into the hardpan, up into the ball and the results will not be good.

The issue, therefore, is emphasizing the large muscles of the lower body and  quieting your hands.

You can work on the solution from the other direction. You can practice hitting balls off of hardpan, and it will eventually force you to propell the club utilizing the large muscles of the lower body or quit the game.
